Benjamin
Benjamin is the youngest son of Jacob and Rachel. Rachel died at his birth.
From the tribe of Benjamin came the first king of Israel: Saul. Centuries later, Mordechay and Esther the Queen, are Benjaminite too. This is the meaning of Jacob's blessing.
Although Jerusalem formally belongs to no tribe, the Temple Mount is situated in the territory of Benjamin. This explains the Mose's blessing.
The large circle in the center symbolizes unity. Saul of the tribe of Benjamin, the first king of the entire Israel, united the separate tribes (the smaller circles) into one kingdom.
The animal at the bottom is of course the Ravening Wolf, devouring his prey.
